7z files (which a LOT of Skyrim things come in that format).
Did you download a file with a name sthg like TES5Edit_3_0_31_EXPERIMENTAL-2-31EXP.7z* ? If so, that's the right thing, it's actually an archive, and you'll need to open it with an extractor like WinRAR or 7zip - I'd recommend 7zip, it works really well, it's completely free (WinRAR can be used without ever paying, but it does periodically try to get you to pay for it) and it's generally advised as the best tool to use to extract.
